M. Ilyas Bhatti established the
firm THE BHATTI GROUP, INC. (BGI)
in March of 1998 to provide consulting services in the
civil/environmental, transportation and construction management
sectors. BGI is currently engaged on US and international projects.
Bhatti traveled to Cameroon, Kenya, Mauritius, Pakistan and Poland
for project related visits.
Prior to forming his own company,
Bhatti was the Associate Project Director for the Central
Artery/Tunnel Project in Boston. He was appointed by Massachusetts
Governor William F. Weld in February 1995 to oversee the
construction of the largest and most complex highway project ever
undertaken in the heart of a major American city. Under his
supervision, Ted Williams Tunnel connecting Interstate 90 with Logan
International Airport was completed.
Bhatti served as
Commissioner of the Metropolitan District Commission (MDC) in
Massachusetts where he headed one of the largest regional government
agencies in the U.S. Appointed by Governor Michael S. Dukakis in
1989 and then re-appointed by Governor William F. Weld in 1991, he
was the chief executive officer of an agency responsible for
managing parks, recreational facilities, park rangers, parkways,
bridges, flood control, and water supply services to over forty-four
cities and towns in the metropolitan Boston area. As MDC
Commissioner, he also headed the Metropolitan Police – the third
largest police force in New England until its merger with the State
Police in 1992.
Bhatti also served
in several senior management positions in the Commonwealth of
Massachusetts including Director of the Division of Water Supply for
DEP, Director of Watershed Management for the MDC and as Assistant
Superintendent of MDC Sewerage Division. In the private industry, he
worked as a Civil/Environmental Engineer both in the U.S. and in
Pakistan. In Pakistan, he was employed as a civil design engineer
on the Khanpur Dam Project by the Associated Consulting Engineers
(ACE) Ltd.
Bhatti holds a
Bachelor’s degree from the University of Engineering and Technology,
Lahore (Pakistan), and a Master’s degree from Northeastern
University, both in Civil Engineering. Bhatti received management
training at Harvard’s Kennedy School of Government. In 1994, he was
awarded an honorary degree of Doctor of Engineering Technology from
the Wentworth Institute of Technology where he is also an adjunct
professor of construction management.
He has been an
active member of several professional and civic organizations. He
was President of the Massachusetts Society of Professional
Engineers, and also served as the General Chairman of National
Engineers Week in Boston. He was a Board member of Boston’s Museum
of Science and the International Institute of Boston. Appointed by
Governor Weld to the Massachusetts Asian American Commission, he
served as the Co-Chair from 1992 to 1998. Currently, he serves on
the Advisory Board of Northeastern University’s School of
Engineering.
Bhatti was elected
to the Board of Water & Sewer Commissioners in the Town of
Plainville, Massachusetts where he serves as the Vice-Chairman of
the Board. In March 2004, Bhatti was appointed to the Massachusetts
Water Policy Task Group by the Secretary of Environmental Affairs to
review state’s water policies.
Bhatti has received
numerous professional and civic awards. He was the recipient of
Massachusetts Governor’s New American Appreciation Award in 1998.
